Essentials (2019 and 2016) is designed for small businesses with up to 25 users and 50 devices on a single server, and does not need CALs. Microsoft does not offer a retail Essentials edition for Server 2022 or 2025.
How Windows Server Licensing Works
Standard and Datacenter are licensed per physical core. Every server must license at least 16 cores (and at least 8 per processor). Our Standard and Datacenter keys cover a standard 16-core server; larger servers need additional core licences. Standard includes rights to run two virtual machines on the licensed host; Datacenter allows unlimited VMs, which makes it cheaper per VM once you run more than a handful.
Do You Need CALs?
Windows Server Standard and Datacenter require a Client Access Licence (CAL) for each user or device that connects to the server. Remote Desktop Services needs separate RDS CALs on top of that, beyond the two administrative sessions included with every server. Choose RDS User CALs when people connect from several devices, or RDS Device CALs for shared PCs. Our RDS CAL activation guide explains installation.
