Hyper-V cost is zero as a feature: Microsoft doesn't charge for Hyper-V itself, which is built into Windows Server and Windows 11 Pro. What you pay for is the Windows Server licence on the host and the right to run Windows inside your virtual machines. Windows Server 2025 Standard covers two Windows Server VMs per fully licensed host; Datacenter covers unlimited VMs. So Hyper-V is "free", but the licences around it are not.
Is Hyper-V Free with Windows Server?
Yes, the Hyper-V role is included in every edition of Windows Server 2025 at no extra charge, and it's also an optional feature in Windows 11 Pro, Enterprise and Education. There's nothing separate to buy or download to switch it on.
The catch is guest licensing. A virtual machine running Windows Server is an operating system environment (OSE) in Microsoft's licence terms, and each one must be licensed. Your Windows Server edition decides how many of those guest OSEs the host licence already covers. If you're new to the technology, start with our explainer on what Hyper-V is and how it works.
What Is the Difference Between Standard and Datacenter for Hyper-V?
The key difference is the number of Windows Server virtual machines each licence covers: Standard covers two, Datacenter covers any number on the licensed server. Both include the Hyper-V role and use the same core-based licensing.
| Licensing point (Windows Server 2025) | Standard | Datacenter |
|---|---|---|
| Hyper-V role included | Yes | Yes |
| Windows Server VMs (OSEs) covered | 2 per fully licensed server | Unlimited on the licensed server |
| Hyper-V isolated containers | Up to 2 | Unlimited |
| Licensing model | Per physical core: minimum 8 per processor, 16 per server | Per physical core: minimum 8 per processor, 16 per server |
| Microsoft suggested price (16-core licence) | $1,176 | $6,771 |
| Storage Spaces Direct and SDN Network Controller | No | Yes |
| Automatic Virtual Machine Activation host | No (guest only) | Yes |
| Client access licences (CALs) needed | Yes | Yes |
Prices above are Microsoft's published suggested prices on its Windows Server pricing page and vary by country and reseller. At the time of writing, Windows Server 2025 Standard and Windows Server 2025 Datacenter are each listed from $99.99. Check how many cores a licence covers before you buy, because the core count of your server decides how many licences you need.
How Does Core-Based Licensing Affect Hyper-V Cost?
Windows Server is licensed by the physical cores in the host, so a bigger server costs more to license regardless of how many VMs it runs. Microsoft's terms require a licence for every physical core, with a minimum of 8 per processor and 16 per server.
That has a direct effect on planning. A single-processor server with 8 cores still needs 16 core licences, because the per-server minimum applies. A two-processor server with 24 cores each needs 48 core licences. Virtual cores assigned to VMs don't matter; only the physical cores in the host count. This is why consolidating workloads on fewer, well-sized hosts tends to reduce licensing spend.
How Many VMs Can You Run with Windows Server Standard?
A fully licensed Windows Server 2025 Standard host can run two Windows Server VMs. To run more, you assign additional Standard licences covering all the host's physical cores again, and each extra full set adds two more VMs. This is often called stacking.
Microsoft's terms also say the physical installation may run Hyper-V alongside those two VMs, provided it's used only to host and manage the virtual machines. If you install other server roles on the host itself, such as a file server, that host installation counts as one of your OSEs.
When does Datacenter become cheaper?
Using Microsoft's own suggested prices for a 16-core host, five stacked Standard licences (10 VMs) cost $5,880, below one Datacenter licence at $6,771. A sixth Standard set (12 VMs) costs $7,056, which is more. So at Microsoft's list prices, Datacenter starts to pay off at around 11 or 12 Windows Server VMs per host, earlier if you need Datacenter-only features such as Storage Spaces Direct.
What Other Costs Should You Budget For?
The host licence isn't the whole picture. These are the other costs most Hyper-V projects meet:
- Client access licences. Microsoft requires Windows Server CALs for every user or device accessing the server. Remote desktop sessions need RDS CALs on top; our guide to activating RDS CALs explains how they're installed.
- Licences for non-Server guests. A Windows 11 virtual machine isn't covered by a Windows Server licence. Linux guests don't need a Microsoft licence.
- Application licences. Software such as SQL Server inside a VM is licensed separately.
- Optional Azure services. Hotpatching for Windows Server 2025 is offered as an Azure Arc-enabled service with its own pricing. Microsoft also offers pay-as-you-go Windows Server licensing through Azure Arc, but notes that unlimited virtualisation isn't available that way for on-premises servers.
- Hardware and backup. Enough RAM and storage for every VM running at once, plus a backup solution.
What Happened to the Free Hyper-V Server?
Microsoft's free standalone product, Hyper-V Server, ended with the 2019 release. A Microsoft program manager confirmed on Microsoft's Tech Community forum that Hyper-V Server 2019 was the last version of the free download, supported until January 2029. There is no free Hyper-V Server 2022 or 2025.
Even when it existed, the free version only covered the hypervisor. Every Windows Server VM running on it still needed its own licence, so for most businesses the saving was smaller than it looked. Today, the realistic options are the Hyper-V role in Windows Server or, for testing on a desktop, Hyper-V in Windows 11 Pro.
A Common Mistake We See
The most expensive mistake is licensing the VMs instead of the host. Some buyers count three Windows Server VMs and buy three licences, expecting one per VM. Microsoft's model doesn't work that way: licences attach to the physical server's cores, and Standard grants two OSEs per fully licensed host. Three VMs on one host therefore need two full sets of Standard core licences, not three single ones.
Work it out in this order: count physical cores, apply the minimums, count Windows Server VMs, then compare stacked Standard with Datacenter. Our support team can help you check that the edition you choose matches the server you're running before you activate.
Frequently Asked Questions
Does Hyper-V cost extra on Windows Server?
No. The Hyper-V role is included with every edition of Windows Server 2025 at no additional charge. The Hyper-V cost you'll actually see comes from licensing the host's physical cores, covering each Windows Server VM, and buying CALs for users or devices that connect to those servers.
Is Hyper-V free on Windows 11?
Hyper-V is free to enable on Windows 11 Pro, Enterprise and Education, and it isn't available on Windows 11 Home. Any Windows virtual machine you create still needs its own valid licence, just as a physical PC would.
How many VMs can I run on Windows Server 2025 Standard?
Two Windows Server VMs per server when all physical cores are licensed. You can run more by assigning additional Standard licences that cover all the cores again, which adds two more VMs each time. Linux VMs don't count towards this limit.
Is Hyper-V cheaper than VMware?
For many Windows-based businesses, yes, because Hyper-V is included with the Windows Server licence they already need for their guests. The real comparison depends on your host count, cores and features. Microsoft offers a free preview extension for Windows Admin Center to migrate VMware VMs to Hyper-V.
Do I need CALs for Hyper-V?
CALs aren't needed for the Hyper-V feature itself, but Microsoft requires Windows Server CALs for every user or device accessing a Windows Server, including servers running as VMs. Remote desktop access also needs RDS CALs.
Should I choose Datacenter or Standard for Hyper-V?
Choose Standard for a host running a handful of Windows Server VMs. Choose Datacenter if you'll run many Windows Server VMs on one host, expect that number to grow, or need features like Storage Spaces Direct, software-defined networking or Automatic Virtual Machine Activation.
Conclusion
Hyper-V cost is really Windows Server licensing cost: the hypervisor is included, while the host's cores, your Windows Server VMs and your CALs are what you pay for. Standard suits small hosts with a few VMs; Datacenter suits dense virtualisation. Compare editions and prices in our Windows Server collection.
